Abstract

Egun gizarte-zerbitzuen inguruan ikertzen diharduten adituek, zein hauek ebaluatzeko adierazle eta txotenek, batez ere, oinarrizko gizarte-zerbitzuen dimentsio komunitarioaren aldeko apustua beharrezkoa dela azpimarratzen dute, are gehiago, egungo gizarte errealitatearen konplexutasunaren aurrean. Hala ere, gizarte-zerbitzuei erreparatuz gero, lan komunitario gutxi egiten dela ikus daiteke, baita oinarrizko gizarte zerbitzuetan ere eta horren atzean egon daiteken arrazoia ezagutu ahal izateko, analisi marko bat sortzea ezinbestekoa da. Current research experts in the field of social services, as well as indicators and reports for their evaluation, stress the need to focus on the Community dimension of basic social services, especially in view of the complexity of the current social reality. However, if we look at social services, we see that no Community work is done, not even at basic social services, and in order to know the reason behind it, we need to create an analysis framework. Thus, in this article, through interviews with experts, the elements that condition the implementation of the community dimension in social services have been identified, designating three main dimensions: political, technical and territorial.
