In 1916 a controversy erupted following the publication of a letter from the Royal Spanish Academy (signed by its director Antonio Maura). That letter was echoed by a rule of the civil governor of Biscay in wich he ordered using the Spanish language in all official events in the Basque-speaking villages. The historiography barely mentions these facts. But it is a very illuminating controversy to know the official, social and ideological situation of both Basque and Spanish languages in the early twentieth century.
1916. urtean Real Academia Españolak, bere zuzendari Antonio Mauraren eskutik, gutun adierazgarri bat plazaratu zuen. Gutun horren oihartzunak Euskal Herrira ere iritsi ziren, Bizkaiko gobernadore zibilak gaztelania erabiltzeko agindua eman baitzuen ekintza ofizial orotan. Horren haritik prentsan polemika bizia piztu zen. Polemika hori argigarria da oso euskararen eta gaztelaniaren garai hartako egoera ofiziala, soziala eta ideologikoa nolakoak ziren ikusteko.
